You can get away with skipping the manual when assembling an IKEA chair. You don't have that luxury with industrial equipment, medical devices, heavy machinery, defense or construction products. Operators need to understand these products completely, correctly, and concisely (for retention).  

Completely. Correctly. Concisely. 

Completely is about you and us understanding everything that your end users will actually need and including sufficient explanation. This is the longest but also the easiest part of the job because you know your product. 

Correctly is about transferring this knowledge so it's received and understood. It does no good if the operator does not  

Concisely is about retention. Knowledge does no good hidden in a large manual tome when the operator lacks even a frame of reference of what to look for and where.
